Shane,

The aforementioned suggestion, which I just now tried, did NOT correct the problem.  It was a good attempt however, as I had tried that before, early on in my troubleshooting.

D7 has a "Re-register Installer" on the Repair tab under the Windows Installer.  I would run that, reboot the machine and see if it is fixed before trying anything else.

Apparently, the fix discussed in this thread works on Windows 7 as well:

This is the post with download link that I am referring to.

I have now tried #16 #17 #18 #19 suggestions.  All have NOT corrected the problem.

This may be too big for me to solve.  I hate to have reinstall WIN 7 and all that entails.  Have a lot of programs to reload.  My data is backed up except for photos and videos.  Would have to work on that before the big move.

The MS Install-De install fix appears to do something, it said it corrected certain items.  As it had me select a program to work on, I may go back and try some other selected programs.

Going out for the evening  Thanks for working so hard on this.

This might be a dumb question but...did you reboot the machine after each fix and then check?

That is a good question.  Yes, I did reboot after each fix to see if there was any improvement

Download and run msiserver.zip from this link:

http://www.winhelponline.com/blog/vista-the-windows-installer-service-could-not-be-accessed/

reboot after you run it and see.

Suggestion #23 was tried to no avail. It is very similar to one I had tried before.
I looked at
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer

To check if  ImagePath was pointing to  correct location. It was set to
%systemroot%\system32\msiexec /V

Also searched for previous versions, there was none.
File Version  5.0.7601.17514  11/20/2010  (current ver)

Interesting, my ImagePath says "%systemroot%\system32\msiexec.exe /V".  Also, my file version info for msiexec is exactly the same as yours.  :undecided:

Some additional information.
This problem is on my HP laptop which I have had about 4 years.
It came with Vista installed.  After some time the Windows Installer problem appeared.
I moved to WIN7 using a merge type install, that is I did not do a full delete-reformat type of install.
At that time the Windows Installer error when away. I was able to get all my MS and other updates.
Then after some time, probably several to 12 months later, the Windows Installer error returned.
So I sit here with some updates installing Ok and others not.  Fortunately I have had little issues because of it.
My Mozy updates do not install but I can still do backups with the older version. Mozy does not like this and wants me on the latest version before they can help me. This may impact me sometime in the future.

This is how my msiserver looks in my registry.  See anything different?

Something else is screwed up somewhere. Something that the installer service needs.

I think the installer service itself is fine but it is something else in the system it relies on that is failing.

Have you ever done a repair install before?
http://www.sevenforums.com/tutorials/3413-repair-install.html

It will allow you to keep all your programs. It just reinstalls windows while keeping your data. You might be getting to the point
