Title: Cxx framehandler not found

im dumb when it comes to this stuff and always make things worse ,,,i need help fixing this so i can upgrade to win 8.1.  if i can . can we go remote and fix this ??   win xp servicepack 3

How are you trying to upgrade ?

To upgrade XP or Vista to Win 8.1 you need to do a clean install with an install disk.
