Windows 7 Pro - 64 bit - won't update - windows update says it has never updated although it says it has SP1 installed - error code 80070026

Have you ran my windows repair tool yet?

I have run the Windows All In One - great program , did not fix the issue.
My latest "fix" (which didn't work) was running the Windows Readiness Tool , then I had a downloaded copy of SP1 on disc , ran the setup , same error.
The message that accompanies the error is "Windows cannot search for updates"
I have run several malware detection , nothing found.
I have disabled antivirus , firewalls prior to update attempts, does not work.
I do not want to format this machine and start fresh.
Thanks for all thoughts and help.

Here are some steps I have gone through today
ran FixWU V1.0 from the windows club
ran RKill from bleepingcomputer
ran windows update standalone installer
ran windows update troubleshooter from a clean boot
uninstalled most recent updates
tried to uninstall SP1
ran Microsoft FixIt
renamed windows file SoftwareDistribution , made sure not hidden or read only
still does not work

Then a repair install would be the way to go. This way you can keep all your programs and files.
You will need a Windows 7 cd with SP1 already on it, you can get it here

Done and done (fixed) - I thank you so much for being so generous with your time. That was the obvious solution. It's funny because it is the solution I chose for a laptop with similar updating issues at work last month. Again , I thank you for showing me the correct path.
