why cannot tweaking.com be made as https

Hi, Came across so many articles that it is the site owner, who assigns https to the site to become secured. Is it for cost or free. If it is free, why this site could not be made as https. I want to know , what is the real difference between these two http and https, and why some sites are only having http and some others having https. For example , some other forum is having https.
Does that mean that those sites are fully security proof, where as http sites are that much not protected. pl
If it is for cost, then ignore this query
The Bottom line is "Check your hardware first if it supports the task you try".
