I found the link while searching here in the forum and it's below:

I am trying to extract one of the OCX file that is missing in System32 folder. It's comdlg32.ocx What happen is that when I extract this file to C; drive and got the message " Access denied " So I decided to look up the link above and try this but it's no go for me. As I got the error and look below:

Error Applying Security

An error occurred while applying security information to:

C:\$SysReset\Scratch\csrss.exe

Failed to enumerate objects in the container. Access is denied

Then got more errors below before I decided to cancel applying security on the main drive where Windows is.

C:\pagefile.sys
C:\Program Files
C:\Program Files (x86)

Well here is my story what was happening with my desktop? Last night I decided to reset this pc because of a corrupted volsnap.sys and I couldn't get to login on Windows. Right now my Windows 10 Pro 64-bit is Ver. 1709 and Build OS 16299. Do you think that is causing the problem about "Access Denied" on my Windows 10 program?

Does removing the admin password help with this ?

You could try a repair install.

You can create install media for the latest version from - https://www.microsoft.com/en-gb/software-download/windows10

Read the instructions as it differs for USB and DVD.

When done and with Windows booted up, open Windows Explorer/This PC - insert the media and double click on the drive.

If using a DVD, this will start the process, but if using an USB, that will open to the files where you can either double click on the setup Application or right click on it and select Run as administrator.

This doesn't affect your personal stuff or installed programs.
