can not close and kill in any way the suspended program. Even the extreme (forced) killing of the process does not help.
Task mgr., Process Explorer, Kill etc.

I don't know which program you are referring to but have you tried a reboot and then reinstall the program.

ERROR: The process with the PID 5288 ID can not be terminated (process
slave with PID 4188). Cause: There is no running instance of the task.

Reboot !

Restarting System helps, but when I reinstall the program, when I want to close again, the application not respond and can not be closed in any way
