Event.msc & no updates or install programs now

Need some ideas here;
1. Event.msc will not open from a CLEAN INSTALL
2. Vista Will not install any updates or programs

For the record: MSFT, why add it if it dont work?
1) Used msconfig to switch to safe mode boot
2) Booted to safe mode
3) ran cmd.exe as an administrator
4) typed "cd C:\Windows\System32\LogFiles\WMI"
5) typed "rename RtBackup RtBackup2"
6) Used msconfig to switch to normal boot mode
7) Reboot and found event viewer working
I find this not useful as it says; {access is denied}

For severe cases/method:
need to edit the registry:
Open Registry Editor:
GO to HKLM/Components
Export the Component to the desktop;
then delete any values except
PublisherPolicyChangeTime
StoreArchitecture
StoreFormatVerion

Hi, getting back to our other issues :)
I did run some of the programs, however, still some severe issues.
We need rebuild the WMI. can you help with that :)
Event viewer will not load
Security Essentials still has some issues loading again.
re-stalling MSE is a big headache...
running the msiexec /regserver command to see if that solves it before try to re-stall

Is this the same machine you had bad sectors with or a different machine?
