My Windows Repair doesn't start.

That file is part of the OS so it should replace it if it is corrupt. You could also try registering the file manually as well.

It isnt my program that is crashing, it is the runtime file.

So apparently I just finished with the scan and it says there's no integrity violations.

Did you register that dll file manually?

Well I did have a look recently (I forgot to do it last time) and I've found that the .dll file doesn't even exist! So I can't register it manually or anything (or so I have tried).

Shane:
What is interesting is the dll is 32bit not 64bit so it should be in C:\Windows\SysWOW64 not the system32 folder.
