Sorry for the late reply, my wife had our baby :-)
Since you can run it from the desktop it sounds like it is a permissions problem, since things ran from the desktop dont normally need admin rights.
I wonder if you might have something on the system that is continually changing or messing with permission on the system, a virus would do that of course, but other programs could as well.
The commands you are doing is what the repair is doing and yet later it is messed up again.
What tools have you used to scan your system with?

I ran your program but it did not fix the problem. I have Malwarebytes Pro which I run to scan my system. A couple of other temporary fixes that I have tried are on the CMD Prompt typed wsreset. In addition I have disconnected my Microsoft account and established a Local account. Then re-established my Microsoft account. Once again this has been only a temporary fix. The next day the store is corrupted again. I am not computer savey and have no idea of what to do next. Any ideas?

First, try sfc /scannow, which will try to fix the protected files system. If it runs 100% without error means then your store missing files would be copied correctly to your default locations, and your problem may get resolved. This command tries to restore the most protected files from your installed store file locations, and if it is also corrupted, then you have to get the missing files from your dvd or trusted source.If this has not fixed, then i would suggest repair install. When you connect , online solution works, but when you close this problem is creeping. This shows that your windows store in your pc installed directory is messed up.

I ran sfc /scannow and it completed 100% and did not find any integrity violations. I have windows 8.1 with IE 11.
It looks like tutorials/3413-repair-install-html is for windows 7 not 8.1. Is the combofix.exe run in the CMD prompt?
After I ran sfc /scannow I tried it but it told me that it was not recognized and did not run.
