TRying to solve Windows Installer problem

I mean you could have something messing with the permissions of MSI, some viruses and rootkits do that so you cant install a scanner.

I am using a cloud anti-virus tool, but will scan tonight with an online scanner. Just to make sure. Any recommendations?

Combofix.exe and malwarebytes anti rootkit tool.

I would also suggest sfc /scannow. It will fix most programs, if it is run to 100% without problem.
                    There is no fix for windows installer other than trying to create a new ac having administrator power and then copying user account files as per microsoft instructions. You can copy all the folders after creating the account and  with out Ntuser.log, and other logs as per microsoft instructions.
