Fix DVD/CD no disc in drive error message ~ after trying to format with windows

If a DVD-R has already had stuff burned to it you will not be able to format it as data cannot be removed from it.

Was the disk blank or used prior to the format ?

I only use -Rs when I need to use a DVD.

It was new out of the box...

-r are limited to usage...
Be warned, stop using -r's

making preparations to make iso disks

-Rs are fine for use as  bootable disks - all mine are, but if Windows requires the DVD to be formatted first as they need to be when using them for system images, Windows will do that for you when following the prompts.

I tried to format a DVD from the command prompt with the command format e: and I think it ID'd the disk as UDF and I had to specify a path ?? - gave up on it.
