Have you tried running Firefox in its Safe Mode https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode or with IE ?

You could also try booting up into Safe Mode with Networking and trying the download as your AV or other 3rd party programs could be conflicting.

Im in oregon and the server is in new york I think and I download the file just fine, it could be a connection between the server and you is having trouble. You could always do a tracert to tweaking.com to see if there is any weak points.

Also just a heads up, Windows Repair 3.0 will be released tomorrow when I wake up :-D
