Internet explorer gone(?) -generally quirky-SLOOOW

I am using windows 7, came with Toshiba Sat C655. I use Avast anti-virus, CCleaner,Super Anti-spyware, Malwarebytes, Iobit Advanced system care and a couple others have come and gone and obviously, Tweaking.com. I've also used a few different registry cleaner, which I suspect to be my problem.
I no longer have internet explorer-sort of-If I click "update" on some programs, it will open IE, but it just stays on a white screen. I've tried to download IE, but it tells me I already have a more current version.
I also have various quirks, I'm sure some unknown as well...
1. Comp is ridiculously slow. Sometimes I just have to leave and come back later.
2. Sometimes when I type, like an email, the type moves and I'll end up typing in the middle of a paragraph.
3. System Restore tells me it can't complete, yet it does change things. Even if it did, the given restore points don't go back very far and I think I may need to go back several moths to a year.
I suspect that, as I've used registry cleaners and/or Tweaking, they may have removed a/some registry value/s. Then, subsequent repairs recognized incomplete registry values and therefore removed them completely. I recently read more forums indicating that registry cleaning, at least by a novice, is NEVER recommended...too late. I guess I need someone who can examine my registry and reinstall missing values. My laptop is the family computer, so everyone does whatever they do and I just try to keep everything working. I only install programs that are highly recommended on "major geeks" and I've used most of them for years.
Any recommendations?

It sounds like you're the point where a reinstallation of Windows 7 is in order. Unless you have a system image backup when everything was running correctly it's going to be nearly impossible to add back in any registry values that were deleted by the registry cleaner. Hopefully you can accomplish what needs to be done with a repair install which won't affect your other installed programs however it may be necessary to go to the nuclear option and start clean with a complete reformat of your hard drive!
One other thing, what version of IE are you using? If it's Windows 11 you may be able to go to the control panel, add and remove programs, view installed updates and remove the update for Windows 11. That will take you back to the previous version of Internet Explorer which may work correctly.

MSRadell, thanks for the quick reply to my post. I am using windows 7.I hope I don't have to reinstall, as windows was preinstalled on my computer and I don't have a disc. It's rather expensive to purchase...

If it came preinstalled, you probably have a reinstallation partition on your hard drive from the manufacturer, that's something that Toshiba doesn't every computer they sell. You can check the Toshiba website but I believe if you hit F11 during the boot process it will take you to the reinstallation partition. Also the serial number for the software should be on the bottom of the computer.

That is good information, but it also sounds like something I could REALLY screw up that would be quite permanent. Besides that ther is someone out there who could look at my registry and tell me what's missing and how to fix it, there are a couple of programs that I'm curious about. The one that I'm most interested in is:

The problem being that it's expensive if it doesn't work. I'm quite apprehensive about doing anything more (on my own) and potentially doing more harm.
There was a guy on ebay called "rockboss" who had me to run some sort of program that created a screen shot of my registry and then he told me how to fix it. That was many years ago and I don't think he's still there or using that user ID.
You may know as much as he, or anyone else here does, but before I do more harm I'd really like someone to look at whatever relevant information, files, registry, etc. that may be corrupted and THEN tell me what I need to do.
