missing file problem

There could be something recorded in Event Viewer for that failure, but run a command prompt as an admin and enter
dism /online /cleanup-image /scanhealth
It will take a few minutes to run but could be more informative than the sfc or the chkdsk.
Its report will open in Notepad when you open the CheckSUR file which you can copy & paste into the reply box.
The Windows Update Log should also have something but as it will be too big to post, this article may help you in some self help in reading it.

The tool can take a long time, unless it gives an error try to give it time. Might be a good idea to do a clean boot with all 3rd party startup programs disabled to make sure nothing is getting in the way.

There is a way to give the tool the files it needs.

So if you like I can give you those 4 files and you can put them into the C:\Windows\CheckSUR\packages folder (If it isnt there you can create it) then the tool will use those files.
