Did it as admin, rebooted too. No change.

Alright time to bring out the nuke lol....

netsh int ipv6 reset
netsh winsock reset all

open cmd:
run one at a time in order reboot and let me know hopefully this works....

Although I had done most of those already I did them again in the order you listed.
They all seemed to work except one

Theres no user specified settings to reset
