urlmon.dll/inetcpl.cpl/ordinal 459

Hello
I have Windows 7 Professional and I must have deleted some files because I cannot get IE9, Internet Options (control panel) or Performance Monitor. I can get Chrome.
I get the above messages when I try to connect with IE9. These messages appear under Matswiz.exe.
Dell say they can fix it for £39!

Thank you for getting back to me so quickly.
I have tried your Windows Repair but no joy.
I have done all the obvious things reinstalling, turning Windows features on/off, but cannot find a restore date of 13/07.
The messages I get are "The operating system cannot run %1" "Ordinal 459 could not be located in DLL"
These are related to inetcpl.cpl and urlmon.dll and Matswiz.exe

Sometimes the elevated cmd regsvr32 urlmon.dll can resolve the Ordinal 459 error but there is a much more comprehensive list of regsvr32 cmds to re-register IE - can't find those at the moment but Shane has those.
sfc /scannow executed from an elevated cmd prompt is another option which you haven't mentioned and is worth trying.
If it reports that it is unable to repair some files then enter findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt which will put an icon onto the desktop which when double clicked will open the CBS Log in Notepad which you can then copy & paste.
This is an edited form of the CBS log which just shows which files it has been able to repair and those it cannot.
Are there any other Control Panel cmds that won't work ?

Thanks for offering help.
I ran the scan and it said there were corrupt files it could not fix.
I then copy/paste to get the details but nothing came.
How do I get a desk top? I have all my files in the Start menu.
