It's possible that you may have to revert to Win 7 and redo the upgrade so as to start afresh.

davexnet:
Open MSCONFIG and find out what service(s) is de-selected.
Then navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\MSConfig in REGEDIT,
and look at the keys under it.  Look at the values on the right side.  See if you can find a match.
