Repair safe mode - windows 10 dont work!

hi,
I have a strange issue I have been trying to fix for a few days, I have been getting the black screen of death when trying to boot into safe mode.
But Normal windows desktop booting works just fine, as I said its strange, I cant to seem to fix it, I even got a new hard drive and cloned from the old system just in case other drive was rotten.
Tweaking.com - Windows Repair is a nice tool and has done nice work of fixing issues, but the safe mode repair option dose nothing to fix my issue.
P.s the type of black screen of death issue I have is when you only see the mouse cursor and nothing else response like ctrl+alt+del.
tested methods used so far: windows repair disc dont fix issue, sfc /scannow unable to fix issue, upgrade install windows dont fix it, so I am lost what to do.
hope you can help me save my safe mode.

Safe mode only lets certain drivers and services run, if the system needs something to run in safe mode and it isnt starting up then you get the blank screen.
Right now my program does put back the default registry keys for the defaults that are allowed to run in safe mode, it doesnt delete any. So i am wondering if you have a driver or service that is needed in safe mode, or if the the default ms driver which windows uses for the video isnt working right.
I had one other user who had windows 10 who couldnt safe mode to come up as well, even when he did it manually. I would love to find out the reason for it so I can add a fix into the program :-)
So when it happens can you check the event viewer and see if there is anything logged?

hummm in normal boot not safe mode go to the login screen and on the power options hold shift while you click restart and try to enable low res video. I wanna see if that fixes it for you.

I used your suggestion and its didn't work, error when trying was: Failure to display security and shut down options

Hmmmmmm
Open up command prompt and type in netsh winsock reset
Try and reboot into safemode after
