Unable to create Restore Points

OK. I ran the command vssadmin delete shadows /all. Came back with 'no items found for this query' (see image 1). Hmmmm.
Next the reg key: see image 2 and 3.

Boggin...I took a look at Task Scheduler... followed the steps on the webpage you referred to...where it states that triggers can be edited....I can't.. that whole section is greyed out instead of having a white background and being able to edit (see image 4). So i've changed nothing, just wanted to to have a look, but does that tell us something (the fact that I can't change anything) ?

Yes, it tells me that it is time to factory reset the machine and forget about why it has happened, unless Julian can do something with that registry key.
I think given how long you have been at this, I would probably have done this myself by now.
Failing restore points in Win 7 has been a bane for a while now without MS ever coming up with a fix for it.

turn of system restore via the gui option then turn it back on then type this in then try to create a restore point

Turning system restore off and on. Do you get to that through msconfig? The only systemrecovery I come across is in the tab support programs but can't switch anything off there.
