can not repair reparse point

Windows Repair (all in one) cannot repair an infinite loop. How do I repair it manualy?

Shane:
Go to the folder that needs to be blocked, right click on it and go to properties. Then go to the security tab. Edit the permissions and remove all that are listed. Then add an account and add "Everyone" and set it to denied on everything. Add it and hit apply :-)
