Windows 7 - file and printer sharing will not turn on and stay on

This could be an awkward one as Computer Browser is dependent upon Server being started and a Dependency of Server is Security Accounts Manager - which is dependent upon RPC being started.
You can check each service Dependencies by right clicking on them, select Properties and then the Dependencies tab.
Check to see if Security Accounts Manager which is just up from Server is showing as Started and Auto.

When you try to start the Server service, do you get an error message with error code ?
When you double click on both Computer Browser and Server, under the Log On tab are they both showing as Local System and did you check Device Manager/View/Show hidden devices/Non-Plug and Play Drivers for any yellow alerts ?
Have you tried your restore points back to when File and Printer Sharing did work ?

Error 1068; both showing as local system; the only yellow alert is microsoft teredo tunneling adapter which has been there a long time; tried restore points and they did not help. Thanks Also Rapport EI64 has a yellow alert code 24 - This device is not present, is not working properly, or does not have all its drivers installed.

The only Rapport that I know of is Trusteer Rapport that some banks want you to install as a browser guard.
I found HitmanPro.Alert v3 disabled my Terodo Tunneling so I uninstalled it.
Error 1068 is a Dependencie error and the only one that hasn't been checked is Server SMB 1xxx Driver.
I had to Google for this one and found this article which gives steps for enabling it in the registry.

I've gone into my registry and followed the path to \LanmanServer\Parameters and don't have any SMB listed, but I haven't set anything up for File and Printer Sharing and as you've had this set up, then perhaps the key was auto created for you - although my Server service is showing as Started and Auto with the Computer Browser just being set to Manual.
