Boggin:
Which version of Windows are you using where you are getting the 9C59 error ?

mx1:
I am having restore points issues with the laptop running Win 7 Home premium 64 bit

Boggin:
Sometimes you can get the 9C59 error because of corruption in the SoftwareDistribution folder.

These are general update fix commands which you can try and then see if either the direct download I've linked or this Offline Installer will do it.

Run a command prompt as an admin and either enter or copy & paste all of them to the cmd prompt where they will auto run except perhaps for the last one where you may have to press enter.

The SoftwareDistribution cmd will remove the update history but that won't affect already installed updates.

net stop wuauserv

net stop cryptSvc

net stop bits

net stop msiserver

ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

ren C:\Windows\System32\catroot2 catroot2.old

net start wuauserv

net start cryptSvc

net start bits

net start msiserver

The error code may change if it still fails after those, but there are some additional steps in this article -
