Windows xp sounds ( need help)

Dear friends taking the currage, asking yours experience regarding Windows Xp Sounds.
Making a test at control panel\sounds\properties and clicking  to a choosen sound, actually the sound works. Videos/music from Youtube, blogs etc, normally works too, but during starting on/shutting out etc, none of the sounds works :(  Can you quide me in order to solve my problem ?

Just the Windows startup and shutdown sounds don't work but all others do?

Generally all windows sounds are off.

There is no need to install K-lite Codec Pack to use Codec Tweak Tool.

Codec Tweak Tool is also available as standalone program here:

Click "Download Now" to download it.

Double-click on CodecTweakTool_537.exe -> click on "Fixes" button -> check the box next to "Fix broken sound" -> Apply & close.
