How to know when a file was uploaded?

I think it important to learn for several reasons, some older files uploaded contain CGI scripts, even PDF files that can cause harm to systems;

This file is not one of them, but I would like to know when it was uploaded;

further; we should get a notice prior to downloading any file that is not in a PG system rating for being safe or was uploaded prior to a certain date...
keep uploads/downloads enviroment safe.

I don't know if you can get details of when it was uploaded....but you can get when it was created.
