Repairs won't run 3.82 windows 7

Safe mode or not, also tried msconfig clean startup, and ms-only services.  Starting repair there is a small black window that flashes briefly on the screen and the program attempts to fire off the repair tasks several times but fails to start the repairs.  How can I modify it so that I can see what is going on in that black window before it closes?

Boggin:
Can you uninstall 3.8.2 and install the newer 3.8.3 to see if that also fails to run ?
