George:
Thanks, I had no problem with WR registry restore.

This nondestructive reinstall though seems rather sensitive to the actual Windows version. I run the Enterprise edition, will it work with it?

I can use my system with minor difficulties, so I may wait a while more, possibly some other way opens up.

Boggin:
The principle would appear to be the same, but do you have a Win 8.1 Enterprise disk ?

If you don't then you may have to go with a Refresh or Reset as I don't think you would be able to use a created Win 8.1 Pro disk as it wouldn't match your version - but I suppose you could try it first if need be.

Boggin:
Just as an after thought, do you have MBAM and Bitdefender installed as there have been occurrences when these two have been installed have caused the same type of BSOD because of a compatibility problem.

Conflicts with security programs can cause a myriad of problems that can manifest in different ways.

However, since you still get the /restorehealth problem in Safe Mode where all 3rd party programs are isolated, then Windows Firewall could also be getting in the way, as it isn't always infallible and sometimes exclusions need to be made in its settings.

If the repair install isn't an option then I'd go for the Refresh or Reset options.

George:
Yes, I run Bitdefender and MBAM, as you pointed out though, they can't interfere in safe mode.
I'm not in a case of emergency, so I run a few more turns, if no better I resort to the brute methods.

Boggin:
If you uninstall MBAM it will probably stop the BSODs.

This uninstaller will remove all bits -https://support.malwarebytes.org/customer/portal/articles/1835311?b_id=6438
