Windows Update problems especially with Taskbar

No, the taskbar doesn't disappear. What happens, if I'm using more than one document or file, and several webpages, when I go to bring them back up from the taskbar they just flash and won't open. It's odd because it comes and goes. It was doing it this morning for a while and then stopped. Very odd. This morning for instance I had two word pages open and when I tried to switch from one to the other they wouldn't come up from the taskbar. I went downstairs to have breakfast, came back up and they were working. It's been like that for a few weeks, started immediately after the last windows update. And the back arrows on all browsers don't work, but it's the same thing, sometimes they work, sometimes they don't. It's also changed the way I download. Sometimes it won't let me download to desktop, for instance, but that's all inconsistent.

So, a bug in the update. Uninstall the last cumulative update, and hide it using this tool: https://support.microsoft.com/en-ca/kb/3073930

I uninstalled the last windows update, that didn't fix the problems. I searched and people said to type this in powershell

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

and then delete the TileDataLayer folder but it won't let me delete the folder.

Funny, I've restored to an earlier point reinstalled windows, delete the update, nothing worked. Taskbar functions correctly for a while and then it won't let me open any webpage or file that's open, and same with back arrow on browsers, works for a while and then stops working.

One of the Google searches I did worked, fixed the Taskbar problem I was having, which was that I couldn't upon up any files or webpages from the taskbar. I copied and pasted the instructions I followed below. Basically deleted the TileDataLayer folder, which I tried deleting from c drive but it wouldn't delete, using these instructions, it worked. Now I just have to get the back arrow working again on the browsers.

1. Go to Cortana / Search - enter PowerShell in the search box:

2. Then right click on Power Shell and press "Run as administrator":

4. Open the next folder:
C:/Users/YOURusername/AppData/Local/

5. Press [Windows Key] + R, (Run Command), type services.msc and hit ENTER:

Search for tiledatamodelsvc (Tile Data model server) , right-click and click [Stop].
Now you should delete the TileDataLayer folder entirely.
If you can't delete the folder at once: Press again [Stop] again and again. Until you will completely delete this folder TileDataLayer.
Restart your PC.
