This app can't open

Hi.
I tried today tweaking.com on win 10 over hp laptop, when started safe mode I got this message "This app can't open, Get started can't be opened using the built in administration account, sign in with different account and try again" (please see attached screenshot".

I have administration privilege while logging in on safe mode.
Please help.

I used to get that before I upgraded with the Anniversary Update and just used to click on Close and carry on.

Some things don't load in Safe Mode - it's just that Win 10 tells you about that app - nothing to worry about.
