Files and Folders are missing from desktop

Well, that's telling you which program is causing the problem.
That belongs to Heroes of Newerth (from a Google).
Reinstalling or Uninstalling that program should resolve the C++ error message.
What had you tried ?
Have you tried looking in C:\ for those files ?

I have tried the following method from the internet :
1. Uninstall HoN
2. Delete all physical data left inside C://Program Files(x86)
3. Clean registry (CC cleaners)
4. Restart and reinstall latest installer
but it din't worked either.
And I also tried Refresh my Pc with my windows 8, reinstall all necessary microsoft C++, directX, etc.. but the same problem still arise. The only option I could think of is that my system files is corrupted which lead me to tweak.com.

Do you still get this error message after you have uninstalled HoN or do you have to uninstall C++ as well ?
As it could also be conflicting with something else on the computer, then with HoN and the C++ installed, see if you still get it when you perform a clean boot.

I had tried the following method you present but it din't worked either.
I tried to open the program under clean boot but the same error message appeared. The guide mentioned that if the error still happens after a clean bot, then there isn't compatibility issues or conflict with other program I had in my pc.
Boggin:
Can you open a Command Prompt (Admin) then type chkdsk /f and press enter.
You will be prompted to type y and press enter for it to run on the next restart.
Type shutdown /r /t 00 and press enter to effect an immediate reboot and let it do its thing.
You probably won't have time to read the report before it reboots so after the restart, go Start - type eventvwr and press enter.
When Event Viewer has read the data, expand Windows Logs - click on Application - Action/Find then type chkdsk or wininit into the Find box and press enter.
Cancel the find box and read the report in the scrollable window.
As well as any repairs it may have done, check to see if it reports any KBs in bad sectors.
