v3.9.27 Tweaking.com-Windows Repair Windows preview Windows Defender turn on

I'm not sure if this is an issue with v3.9.27 or something else turned on Windows Defender. I run Kaspersky Total Security as my antivirus and I'm reasonably sure I had turned off the Windows Defender software because it is NOT a good practice to run more than one antivirus software. After running all the steps in v3.9.27 I noticed that Windows Defender was running.

Using https://www.windowscentral.com/how-permanently-disable-windows-defender-windows-10 I turned off windows defender.
