Failed to connect to the System Event Notification​ Service service

Hi. Since Monday, I receive the error "Failed to connect to the System Event Notification Service service" when I try to log on as a standard user my Windows 7 laptop. I've ran several antivirus/malware removal tools and have come up short. I've ran the Windows Repair twice (including Pre-Scan items), with no success. When I boot into Safe Mode I do not receive the error. The event logs show multiple errors including: "Distributed COM, Event ID 10016", "Service Control Manager, Event ID's 7001, 7023", "PRNPSvc Event ID 102". I'm ​not sure how to proceed. I didn't make any changes or  receive updates the day prior to getting this error. Any help is appreciated.

What antivirus programs are you using ?

In Safe Mode they won't be loaded, so could be the cause of your error and using more than one active antivirus program can cause anomalous problems.

Are your Network adapter drivers up to date.

Generally you can ignore DCOM 10016 errors - I do.

Bitdefender is the antivirus I use for real time scanning. I ran the Microsoft Malware removal tool yesterday. The counter during the scan indicated 8 issues, but listed none at completion. I also ran Malwarebytes and something else that I can't remember at the moment, which also came up with no issues.
The driver for the Virtual WiFi Miniport Adapter, provides a certificate error when checking for updates. All other Network adapter drivers are up to date. I did netsh wlan stop hostednetwork and
netsh wlan set hostednetwork mode=disallow and was able to log on as a standard user without issue.
I'm not familiar with those commands, do you think that could be a permanent solution or just a temporary fix.

The Virtual WiFi Miniport Adapter can cause problems but I've only ever known it to cause Internet connectivity problems before and I always run the mode=disallow cmd to turn it off.

I'd leave it off as you only need it if you're using a VPN

It's possible that when you log on that Windows checks the licence and if that was interfering with connectivity then I suppose that could invoke that error message - but glad you seem to have found the cause, although I don't know what caused the certificate error.

I assume your clock is showing the correct date and time ?

I do use a VPN for work, but it doesn't seem to affect using it. The time & date is correct. I tried to attach a photo of the driver error, but it wouldn't post. The error states that "Windows can't verify the publisher of the driver software".
