Not sure how you managed to lose that but have you tried your restore points ?
Go Start - right click on Computer and select Properties then click on System Protection.
Click on System Restore - Next and check the box to Show more restore points.
Click on one to prior to when you lost the cmd.exe if you know - check the box to Scan for affected programs and it finds any, they will need to be reinstalled after the restore has completed.
Restore points are best run in Safe Mode to avoid your antivirus program getting in the way for it to report it as unsuccessful.
However, you can run a sfc /scannow from Powershell.
Go Start - type powershell then right click on Windows Powershell (x86) and select Run as administrator.
(You will need to use the (x86) one as you are using Win 7 x 32bit).
Wait until it sorts itself out and gives you the cmd prompt then enter sfc /scannow
This should restore your cmd.exe.
That may have all it had been to stop Windows Repair from running.
