after using Tweaking/Repair = permissions / delay connecting to internet

Hello Tweeking,
unfortunately I have to ask for your help again. I useed Tweaking / Win Repair many times without a problem.
Now however - after running the repair in the ususal way without special tweaks and without changing anything in services...
(I'm not entirely sure if Tweaking is the cause for the problem though)
- all programs ask now for permission befor they start - which is ok, but even CCleaner...? which it never did
- THIS IS ESPECIALLY OF CONCERN SINCE My ANTI-VIRUS (WEBROOT) IS EFFECTED BY THIS AND DOES NOT
START/CONNECT TO INTERNET AT STARTUP and askes for permission as well - everytime
I'm getting errors 7000 = WRSVC (webroot service) unable to connect in timely fashion
7009 = Timeout of 30.000 milsec. for WRSVC trying to connect
I have to wait 30 or more seconds at login until connection is established = much longer boot time (usually 20 sec or so - now over a minute.
My machine is in top shape, all updated, Win score 7.7 (win7/64 bit/16GB Ram)
I talked to Webroot and uninstalled-reinstalled = no change

Amendment:
I also noticed a new service: - WsDrvInst - which wasn't there before.
It shows no path, does not start even when set to Automatic - "Could Not Find Path"
Could this be related?

Disregard - WsDrvInst was an unimportant leftover from a deleted program ... but please don't ignore my initial question
... and it looks like: Error 7000 / 7009 is the main concern

I get an UAC on all programs that I open except my Norton Security.
Are you using v4.0.11 ?
Can you open Windows Repair in Safe Mode with Networking, click on Backup Tools and under Registry Backup click on Restore.
Click on the Restore Registry tab and use the dropdown to select the back up, then hit Restore Now and see if you have the same problem after the reboot.
I'll need this info before I can pass it on to Shane.
JFI - Why did you need to run WR ?

- no, it's 4.0.10 - asking me to upgrade
- I did the reg. restore ... and when it rebooted into normal the problem DID NOT OCCUR!
I felt a 100 pounds lighter, but then a device driver was installed ??? (notification at taskbar) and it retarted automaticaqlly.
at this restart the problem was back - disappointment :omg:
- I noticed I have another restorpoint on that same day because in RepairTool I clicked on Reg.Backup at first and then, a minute later it did the automatic one.
So - there is another one.. earlier one
what should I do now?
