You are repairing just the install which is done from within Windows, whereas a clean install is done by booting up with the install media which wipes everything.

If/when my Win 10 gets a bit chewy, that's what I do.

So I just double click the .exe and let it go rather than going through a boot?

That's correct - with Windows booted up, open Windows Explorer - This PC - insert the install media and double click on its drive.
