I just put in a new windows 10 Pro in and I can not get by your first step and it is already has problems I checked up dates found none I'am just sorted dumb founded...Also ran an SFC /scannow and found none

Which first step do you mean and why did you need to reinstall Win 10 ?

Can you use that machine or do you have access to another to create new Win 10 install media to do another clean install ?

You can create Win 10 install media after reading the instructions at https://www.microsoft.com/en-gb/software-download/windows10

when I open tweaking it runs ans program that says "checking to see that all needed files are in the program folder and have not been corrupted. Also found problems.and that was all it would do.So I ran windows 10 from the  Resent my PC .

When the repair program finds corruption in its own files, you just need to reinstall the program.
