You haven't answered if you still get this in Safe Mode.

You could try just the sfc /scannow cmd to see what that reports.

Does Event Viewer report any anomalies when you try the letter p ?

What do you get when you type the letter r ?

I don't have W 10,  but could you use the onscreen keyboard to enter the appropriate commands suggested here?
