Reboot To Safe Mode - No Login Screen Showing Up

Tweaking Windows Repair V4.5.3 Pro Version.

Reboot into safe mode using Tweaking Windows Repair - The system reboots ok, but the login screen is not showing up.

System reboots with no problems - Clicking the restart and holding down the shift key.

Can anyone please advise.
