Yes, the same applies for Win 7 but you will be prompted for the product key.
This article is in English but you may be able to get it in Japanese when you Google for how do I repair install win 7 from your location.

This article suggests that you back up your Drivers folders onto something like an USB and they can be found in C:\Windows\System32 and there may be 3 or 4 of them.
They can then be drag and dropped back into System32 after if needed.

I don't know what you mean by Judging but in-place upgrade installation is the tech name for it - I just call it a repair install :)
