Tweaking on bootable USB

Sorry if this has been answered elsewhere. Can someone tell me the best way to get the portable version on a bootable USB flash drive? I tried putting it on Hiren's Boot CD ISO (on a flash drive) I could  boot to Hiren's PE environment, but Tweaking.com would not run. If I put it on bootable Windows 10, do I need to buy another license?

The repair program needs to be run from within Windows.

I've never used the portable version so I'm a bit hazy on the licensing terms.
