stuck Propigating inheritable ACEs 99%

I am just running permissions in Windows 10 in safe mode.

getting 1%-3% CPU and has been at 99% for maybe 40 minutes? Drive read/write is doing something.

would it be unusual to leave this for hours or overnight?

No, it shouldn't take that long.

The full repairs should only take about 40 mins if I remember correctly and the CPU usage would generally be higher than that.

If yours goes on for longer than that, stop the repairs, reboot and try again.
