Boggin:
So I assume you have performed a sfc /scannow ?
As you have Win 7 Ultimate, do you have an install disk for that ?
Boggin:
Here is an article with steps similar to that for Win 10 but has more of which relate directly for Win 7.
See how you get on trying them - unless you already have - https://support.microsoft.com/en-gb/help/2688326/can-t-open-exe-files-in-windows-7-or-windows-vista

1. Of course, and more than once.
2. Yes, I have this disk, and I tried to install Windows "on top" (update) on the installed system. But on about on 21% at the 3rd stage, the error appears about the absence of files, etc.
3. I'll try the MS recovery method later, and let You know the results.
Boggin:
I was going to suggest performing a repair install, but you have already tried that.
Can you boot up with the install disk and press any key when prompted to boot from CD/DVD.
Use the dropdown to confirm/change the keyboard etc. then navigate to the Install screen and select Repair your computer.
Select Command prompt and enter these cmds -
bcdedit |find "osdevice"
For clarity that is a Pipe symbol before find and is the uppercase of \
Using your partition letter instead of the X I have exampled, enter -
sfc /scannow /offbootdir=X:\ /offwindir=X:\Windows
Note the space before each /
Let me know if that completes.
If it does, remove the install disk and reboot to see if it has fixed anything - you could try the repair install again to see if it will complete this time.
As you know, a repair install doesn't affect personal stuff or installed programs but could repair any corruption that is the cause of the problem.
It seems strange that some programs will open but not others.
The fact that Malwarebytes wouldn't install can be typical of an infection.
MBAM is an established and respected antimalware program.

This is all nonsense, and with errors. :undecided:
I will try everything else via the boot disk later, and report the result.
