Two 20 seconds delays when installing Tweaking.com Windows Repair (All in One)?

Having more than one active antivirus program can cause problems.
It may be worth Googling to check if any conflict with any of the others.
You could try putting www.tweaking.com into their exclusions lists to see if it helps
It could be also because of something you have installed.
Right click on the taskbar and select Task Manager then under Startup disable all items then restart and try again.
If that resolves then you will need to enable one item at a time until the delay returns.
If there is still a delay, then go Start - type msconfig and press enter.
Under Services check the box to Hide all Microsoft Services and disable all - Apply - OK and restart to see if there's any improvement.
If there is then you will need to go back into Services and enable two or three at a time - Apply - OK - Restart.
If disabling all non-MS services makes no difference then go back into msconfig and check the button for normal start up.
Hopefully one of those suggestions will resolve.

Well, with all due respect, as I said, Emsisoft Anti-Malware Home is an antivirus and antimalware software, whereas Malwarebytes 4 Premium is an antimalware software, so I am consequently not having more than one active antivirus program.
Emsisoft uses the Bitdefender antivirus engine and Emsisoft's own antimalware engine, and the only well-known software conflict between Emsisoft and Malwarebytes is the Web Protection.
But, that is easily fixed by setting mutual exclusions between Emsisoft and Malwarebytes, which I have already done.
And, with all the mutual exclusions being set between all my various antivirus and antimalware, etc. software, essentially none of them are monitoring each other.
All the other antimalware etc. software is designed to work well with antivirus and antimalware software.
I have now added the WR install executable file as an exception in all the software that features an exception list, which are Emsisoft, Malwarebytes, NoVirusThanks OSArmor, Acronis, and Unchecky, but that did not make any difference either.
A while ago, I downloaded the Sysinternals Suite as a ZIP file which contains a lot of small programs that can be run on demand but decided that I should delete it anyway, to reduce the total amount of software that I have on my computer, more specifically reducing it from approximately 150 to 75.
It is also worth noting that the Tweaking.com Technician's Toolbox install executable on the contrary does not have any delays at the start and end of the install but works well and fast in Windows 10 Normal Mode.
That is as far as I got today but will continue with the rest of the troubleshooting methods tomorrow, and possibly even the day thereafter, and report back once upon finding the culprit if I manage to find it, but if not, I am willing to live with the said issue, if that is okay with you.

Well it shouldn't be happening and the fact that it doesn't occur in Safe Mode does suggest that it could be something in your start up menu if none of your security programs are to blame.

First, I deactivated all the Startup Items and rebooted my computer but there were still the said two delays, so I reactivated essentially everything and rebooted my computer.
Then, I deactivated all the 3rd-party Startup Services and rebooted my computer again but there was no improvement, so I reactivated everything and rebooted my computer.
And, I even manually exited all the few remaining 3rd-party SysTray Software Icons but that made no difference either, so I rebooted my computer.
Also, with all due respect, while I was troubleshooting, I did notice that deactivating the Acronis Cyber Protect Home Office Essential Startup Item did not completely stop the Acronis software from running...,
...So, do you think it would be worth the hassle to temporarily uninstall it to see if that could resolve the issue, as it is a big software in terms of functions and that its installer executable file is nearly 1GB, or not?
But anyway, does all of this mean that I eventually have to live with the said issue, because it likely just is a trifle, or do you maybe have any more recommendation(s) that I can try to fix it?

You could try uninstalling Acronis as it's starting to point to your security software, but you only need to install WR once apart from updates, so it may be a trivial inconvenience - but it shouldn't be happening.
