how to stop open ending_browser? !!!

Why isn't there a single overworld tool that can block the opening of a browser with an already blocked page in the browser? I've already applied maxi blockers whatever are available for browsers, total blockers in Windows security, antiviruses, everything you can think of, and this blocked page still opens! This is catastrophe, the error occurs on any PC withWindows 10. there is no solution,and I can never find any solution , maybe something should be set in system32 HOSTS ????

It's simple. I want to block the ability to open any site, even https://google.com or https://www.tweaking.com. Any page, it doesn't matter what page it is.
Why is this not possible?
I paste the address into all browsers and still the page opens with the message: page unavailable or blocked.

All web browsers open with a page when you ask it to go to a URL.

If the web browser opens to a page that says "page unavailable or blocked." it's not going to the site.
That is how the browser tells you it's not going to show you the site.

But if you open the page it opens the browser automatically (Chrome, Firefox, Opera, Brave, Internet Explorer). And this problem cannot be stopped even with the best blockers in the world.
Why is there no solution to this problem on the internet?
