General Computer Support / Cannot connect, cannot restore, help!

I ran a program this am I got on can't called Infibia Easy Tools.  Then, could not connect to internet, firewall wouldn't work, tried system restore, that won't work either.

Got this error:

Tweaking.com Support & Help / Windows Repair has wrecked my computer, cannot system restore

Windows security center totally off, cannot start, nothing works.  Trying to system restore, that doesn't even work.  Error 0x81000202.
