General Computer Support / Windows 10 Anniversary Update

The Windows 10 Anniversary Update, July 12, 2016 KB3172985 (OS Build 10586.494), did not reboot to finish the update. It never came back from a restart. As a result, now I do not have the start menu, no cortana, app store gone, most apps gone, right click taskbar menu gone. Also when i try to open setting via the cmd window I get "cannot find ms-settings the wait operation timed out". This message is constant on most commands. My windows 10 is the upgrade from windows 8.1 and performed flawlessly until that update.
Ever since PC wants to 'upgrade & shut down' but doesn't or can’t. At start up PC tries to finish update but is not able. "We couldn't complete the updates. Undoing changes don't turn off your computer. This happens every day. I have searched & searched but have yet been able to find a solution and being computer illiterate does not help. I hope that one day I will find the solution. I am hoping that this forum will help me find a successful solution. Thank You
