So, it is finished. I gave in and made a bootable usb, I've tried everything suggested here and many, many, many, many more, but nothing seemed to work. I wish I could have returned with a solution for anyone else who have had this problem, but I have nothing.

I've done /sfc scannow multiple times, never anything negative.

Open IE - Tools cog - Internet options - Advanced - Reset

I normally check all of the boxes which means I have to re-enter www.google.co.uk for my home page, but resetting IE to defaults will get rid of any troublesome add-ons as well as resetting the security levels.

When a browsing problem affects all browsers then it can be a corrupt winsock.

Open a Command Prompt (Admin) and enter -

netsh winsock reset

shutdown /r /t 00

I sometimes use the Anvi Browser Repair Tool, but click on each browser icon in its left pane and check to see which repairs you want it to carry out.

Hello Boggin and thank you for your reply, I have tried all of your possible solutions and sadly I have no positive results, after my final check something new happened, when I clicked "Fix connection problems" on internet explorer, I was confronted with a window seen in the screenshot, I'm not sure what this means but I don't think windows should be restricted from troubleshooting.

I have find a solution of your problem

go to the the internet option of ie11 and go to Advanced and uncheck the SPDY/3 and that resolved the problem

I'm pretty sure you are referring to HTTP 2 (I'm pretty sure SPDY/3 was only used in IE11 windows 8 & 8.1 but was renamed to HTTP 2 for IE11 Windows 10) screenshot attached of this in win8 vs win10. I have disabled this and restarted my computer and nothing changed(problem still occurring).

It was worth a shot, thanks for the idea.

          Every time I try to open any https:// pages through internet explorer I get presented with "This page can't be displayed" these pages work fine in Chrome browser, but doesn't work on Avast Safezone browser or IE. I have tried toggling all TSL and HTTP settings on and off in Internet options, I have also tried deleting Avast and Malwarebites. I'm running Windows 10 Pro Version 1607  64bit and IE11 Version 11.0.40 This problem started 3 days ago, initially all https:// sites weren't working for any browsers, I deleted chrome and reinstalled from a USB (got the file from a separate computer) and it works fine now on chrome. This also somehow prevents me from using Skype, Discord, and many online games, I don't know why, but I cannot connect to any game servers although the problem only seems prevalent in Internet explorer, not all browsers. I am open to try all suggestions aside from a full wipe unless it gets to that point (I'm about 10 days from breaking down and doing this)
