can not close and kill in any way the suspended program. Even the extreme (forced) killing of the process does not help.
Task mgr., Process Explorer, Kill etc.

I don't know which program you are referring to but have you tried a reboot and then reinstall the program.

Restarting System helps, but when I reinstall the program, when I want to close again, the application not respond and can not be closed in any way

It isn't usually advisable to use P2P programs as they can open your computer to infection.
Have you tried disconnecting from the Internet to see if it will close.

utorrent is perfect only for downloading 100% free user material.
But you can not use the program correctly:

It seems like μTorrent is already running, but not responding.

Please close all μTorrent processes and try again.

While you are downloading, others are using your bandwidth to download other stuff - that's how a P2P program works.
If it's not responding then your AV program could be stepping in.
You use that program at your own risk.

Boggin - The solution is sometimes very simple. To close utorrent correctly, select "Exit" (from the File option) instead of the [X] button
