This is an annoying problem for users computer.
You can try methods below

Make sure that you have updated all drivers for your computer hardware especially the graphics card driver.
Perform a Windows 10 Repair: If you're getting the System and Compressed memory high usage problems with Windows 10 on your computer, you should be able to use push-button reset to refresh or reset Windows.
Add more RAM: This is a useful method for your computer system. When your computer runs short of RAM, it's forced to swap the overflow data on and off of the hard drive, which can cause System and Compressed memory high memory usage.
Uninstall unnecessary applications: You can also try to uninstall unnecessary applications to fix the System and Compressed memory high CPU usage on Windows 10. To do that, you go to Control Panel > Uninstall a program to uninstall any programs that you don’t want use.
Finally, I recommend you to close all idle applications and browser web pages.

Uninstall, reinstall Java. Make sure you have right version, 32bit or 64bit for your system. Other than that, maybe reinstall/update drivers, and check option for 'Clean Install'.

Reinstall display driver

Step 1. Open Device Manager on your Windows. You need to locate Display adapters, then right-click your display driver and click Uninstall.

Step 2. When Confirm Device Uninstall windows opens, click OK.

(Post modified by Moderator - if you check the box to include software (deleted by Moderator), the driver install may fail because it will be unable to find the display adapter)

Step 3. Now you need to download latest display driver you go to this manufacturer website

Step 4. Install your display driver

Step 5. Restart your computer

my computer has also 99% cpu high. so tired when play some games

Start task manager, right click explorer.exe in processes and end process tree. If explorer does not restart, go to file>new task (run...) type 'explorer' and press enter. This should show reset your desktop.

I have find a solution of your problem

go to the the internet option of ie11 and go to Advanced and uncheck the SPDY/3 and that resolved the problem
