We need to find which files the program is trying to load but failing use this program
http://www.dependencywalker.com/

And lets see what it finds.

Never used dependancy walker! After i opened my program and went to start profiling, the application dependancy walker crashes! do i need to go about this another way?
I also found this
"Warning: At least one delay-load dependency module was not found.
Warning: At least one module has an unresolved import due to a missing export function in a delay-load dependent module."
is this talking about the program i loaded into dependancy or a problem with dependancy itself?
i also do not know how to find the log which i assume your looking for?

Did it list the file by any chance?

Have you also ran my windows repair in safe mode yet and ran all the repairs?

API-MS-WIN-CORE-WINRT-L1-1-0.DLL
API-MS-WIN-CORE-WINRT-ROBUFFER-L1-1-0.DLL
API-MS-WIN-CORE-WINRT-STRING-L1-1-0.DLL
API-MS-WIN-SHCORE-SCALING-L1-1-1.DLL

these are followed by a red line that all say error opening file. system cannot find specified file.
i have ran your program in safe mode with all precautions taken but not with all cleaning actions selected.

Have you odnt a system file check yet and see if it finds any problems?

If not, open a cmd.exe window as administrator and put in

sfc /scannow

We need to trace down what file is missing or corrupt, so if the SFC is coming back fine then that should mean that it isnt a normal windows file that is missing but one that doesnt come with windows.

Can you get a screen shot of the error you get when trying to run the program I had you try?

Also do any other programs have any trouble?

Everything appears to run fine, with no red lines within the bottom box. No error message, the program simply does not respond after i begin to profile the troublesome program. It stops at "loaded ****.dll at ***** address. successfully hooked module"
no other programs have any problems whatsoever
