on which tweaking pro was installed and used to make both types of backups? I can boot up using win 10 install on a usb, I can browse to the c drive and the folder with tweaking.
but what next?
should i have created a boot usb using linux etc?

AIO needs net framework to start, and in WinRE (booting from a restore USB or DVD) it is not available.
Under customized WinPE, with net framework installed, AIO does work, but unfortunately it can not repair the original operating system, as it access the registry of WinPE environment, normally in drive X: and not the usual C: drive of the OS to repair.

When you boot up with the install disk do you get the option to Repair your Computer ?
If you do, select that - change or confirm the keyboard language and click on Troubleshoot.
You could try the restore point option, but if they are corrupt then that could drop you even more in the mire.
Select either Startup Repair or Command Prompt.
In the cmd prompt enter bcdedit |find "osdevice" and then enter chkdsk x: /f where x is the partition letter as Windows doesn't always see the volume in C:
For clarification, that is a Pipe symbol before find and is the upper case of \
As well as any repairs, check for any KBs in bad sectors.
